Human Rights: From Colombia to Russia

Lecturer in International Humanitarian Law and Human Rights of the National University of Colombia, Mr. Nelson Enrique Perez Pulgarin, visited the Law Institute of SFU on the 17th of April 2013. He visited Krasnoyarsk in order to participate in the First International Socio-Cultural Forum "Kaleidoscope Theatre."

N. Perez is experienced in researches in the sphere of human rights in Latin America and Europe, as well as comparative law. During the meeting with leadership of Law Institute of SFU Mr. Perez said that one of the most serious problems in Colombia is application of human rights and their protection.

At the meeting with N. Perez representatives of Law Institute of SFU (Director of the Institute I. V. Shishko, the Head of the Comparative Law Department I. D. Mishina, coordinator of European projects L. V. Mayorova, the Head of the Department of International Relations T. Yu. Sidorova) discussed the prospects of cooperation with the National University of Colombia, the possibility of joint research in the field of international human rights and comparative law, the possibility of training by university professors and academic mobility. The meeting was attended by Acting Head of the External Relations Department of the Governor of Krasnoyarsk Krai A. A. Kuzmin and Senior Specialist of Representative offices  of MFA in Krasnoyarsk A. A. Zakharov.

N. Perez also had a meeting with students of the Law Institute. There were students of the first year of studying in “International Relations” program and students of the second year of studying from the Comparative Law Department. During the meeting, Nelson Perez spoke about the role of students in the political life in the countries of Latin America, the protection of human rights in Colombia, the problems that arise in this sphere. After his lecture, an active debate started on the measures which should be taken to avoid human rights violations and how to bring up a law-abiding citizen. Mr. Perez even gave examples of Russian films that touched the problem of human rights; one of them was the film "Moscow does not believe in tears." In conclusion, N. Perez expressed hope that this is not the last meeting with the students of Law Institute of SFU.
