December 26–27, 2018, the 4th Siberian anti-corruption forum with international participation “Actual issues of combating corruption in the field of education” will be held in Krasnoyarsk
The forum is organized by the Siberian Federal University, the Administration of the Governor of the Krasnoyarsk Territory, the prosecutor's office of the Krasnoyarsk Territory and the Department of the Ministry of Justice of the Russian Federation for the Krasnoyarsk Territory. The event is held under the auspices of the Union of Criminalists and Criminologists. The Siberian Anti-Corruption Forum is a unique and largest discussion platform in the Urals, with participation of leading Russian scientists and practitioners, as well as representatives of international educational and research organizations. This year the forum is devoted to one of the most acute problems of modern Russian society. Education is recognized as a socially significant blessing at the legislative level, its role in the life of every person is difficult to overestimate. At the same time, a significant penetration of corruption relations into the process of education and educating citizens distorts this socially important function of education, slowing down or completely stopping the transmission of knowledge and cultural values from generation to generation. Corruption in the field of education not only conditions the training of unqualified specialists for the backbone elements of public life (health care, law enforcement, public administration, etc.), but also contributes significantly to the formation of a tolerant attitude towards corrupt behavior patterns among young people. Young people, faced with corruption in education, get used to it, perceive it as the norm and in fact acquire readiness to enter into corrupt relations in various spheres of public life in the future. The latest research on the identity of a criminal offender suggests that the majority of convicted corrupt officials faced the facts of corruption in the early stages of their professional development, including during training in educational institutions. Under current conditions, the prospects for the progressive development of society and the state raise reasonable doubts. The National Anti-Corruption Plan for 2018–2020, approved by Decree of the President of the Russian Federation No. 378 of June 29, 2018, has included among the priorities: improving the system of prohibitions, restrictions and requirements established in order to counter corruption, improving the effectiveness of educational and other measures aimed at shaping anti-corruption behavior. The lack of uniform anti-corruption standards of behavior of employees of educational organizations, enshrined at the level of federal legislation; underdevelopment of the methodology of anti-corruption education and anti-corruption education, underestimation of the preventive potential of anti-corruption expertise of local regulations of educational organizations and their projects, other modern problems of the Russian education system actualize the need to develop effective solutions through a joint scientific and practical dialogue.
