Development of legal education in terms of digitalization

On February 14, 2019, a round table “Development of legal education in digitalization conditions” was held at the Siberian Federal University. The table wasorganized by the Expert Center of the Association of Lawyers of Russia on the assessment of quality and qualifications in the field of jurisprudence and the Law Institute of the Siberian Federal University.The round table was facilitated by the Institute of Legal Didactics of the University of Passau (Germany).

Representatives of 25 educational organizations of higher education from Moscow, St. Petersburg, Yekaterinburg, Makhachkala, Kursk, Pyatigorsk, Yoshkar-Ola, Novosibirsk, Arkhangelsk, Rostov-na-Donuand other citiesattended the event.

The selected topic of the round table is highly relevant one for legal education in the conditions of digital society, when information technologies have penetrated into all spheres of life of a modern person. Current situation is a new challenge for legal education, to which it is necessary to respond in a timely, but methodically reasonable manner.

It should be noted that not only Russian legal education is facing this challenge, but also legal education in all states that have experienced (or are undergoing) the fourth industrial revolution. Thus, the report of the professor of the Institute of Legal Didactics of the University of Passau, Urs Kramer, classified these challenges in three main areas, where both organizational and methodological adaptation of German legal education is required. First, digitalization and content of legal education (adaptation of the content of academic disciplines in order to train a lawyer who is able to work in conditions of digitalization). Secondly, digitalization as a means of legal education (electronic courses in legal disciplines). Thirdly, digitalization and final state certification (the use of computers during state examinations).

Within the round table, along with the main issues of legal education transformation in the conditions of digitalization, issues of the effective use of digital technologies in the research work of students, the role of modern libraries in the process of training lawyers were discussed.

The reports presented a wide range of effective methods of exchanging opinions. In general, the roundtable participants should have taken into account that the use of digital technologies in legal education is mandatory, however, when introducing these technologies there should not be any loss in higher legal education, as in the direct scientific communication of students with teachers, during which there is a transfer not only knowledge skills, but also the culture in general.
